Where is authority?

1.     Where in the Constitution does it say the government has the responsibility and the authority to manage and fund with public money:

a.      The economy

b.      Health care

c.       Education

d.      The environment

e.       The food supply

f.        Energy

g.    Transportation

If any of these items should be the responsibility of the government, shouldn’t they be specified in the New Constitution along with the authorization and limits of authority?
