The original Constitution places the executive power in the hands of the President. This traditionally means the President is to execute the Laws of the nation. In recent times, Presidents have decided to enforce Laws they agree with and not enforce Laws they disagree with. The New Constitution becomes more specific in saying “The President must follow the terms of this New Constitution and execute the approved Laws.”
In addition, and more effectually, Section 1.11 Enforcement of Laws gives Congress the ability to declare the President in contempt of Congress and to impeach the President “If the President does not implement and administer the Laws…” Hopefully this will help stop the gaming of the system by the President.
