Section 1.20 – Responsibilities of Congress

Taken from Section 8 of the original Constitution, the statement has been segregated to emphasis its importance and it has been clarified.

In addition, this section specifies that “Congress will not assume any powers unless specifically stated in this New Constitution.”  Much has been said over the years that Congress has overreached its authority under the original Constitution – that it has learned how to game the system.  Gaming the Constitution has been true since day one of the original Constitution and will be the same under the New Constitution – that is the nature of man.  This statement is intended to mean what it says, and to hold up a finger saying, “We, The People, are watching you.”
